This is the first part of a longer paper written during the autumn of 2006 and which benefited from discussion on two occasions with the Superintendents of the Southampton District. However responsibility for any mistakes and for the views expressed is mine. The paper seeks to find a way through from the present situation with its many difficulties to suggest some opportunities. |
